you need to know how to code, or at least a software that you dont need it to code, flash games are made on adobe animate ( flash ) but its paid, you can check this link to see some tools that allow you to make games.

choose one and search youtube tutorials, try something simple at first, once you get some skill you will be able to make more complex games. good luck : )
